About the town

About Rockford

How Rockford came to be

Rockford started at a shallow rock ford on the Rock River. In 1834 Germanicus Kent, Thatcher Blake and Lewis Lemon built a cabin on the west bank, along Kent Creek, and became the first settlers of European descent to stay. Lemon was enslaved by Kent, under an agreement that let him buy his freedom. In April 1835 Daniel Shaw Haight's family settled across the river, at what is now State and Madison, so the town grew up as two villages, Kentville and Haightville, facing each other over the water.

The settlement was first called Midway, because it sat about halfway between Chicago and Galena. It took the name Rockford in 1837, became the Winnebago County seat in 1836, incorporated as a town in 1839 and was chartered as a city in 1852. That same year the Galena and Chicago Union Railroad reached the river. A dam gave the mills waterpower, John H. Manny built his combined reaper and mower here, and Swedish carpenters who arrived with the railroad turned Rockford into a furniture town.

Rockford today

Manufacturing still anchors the city: machine tools, aerospace parts, fasteners and automotive components. Its parks and forest preserves earned it the name Forest City, from Sinnissippi Park in town to Rock Cut State Park to the northeast. Visitors come for the Anderson Japanese Gardens, the Burpee Museum of Natural History, the Tinker Swiss Cottage and the Midway Village Museum. The biggest weekend of the year is On the Waterfront, the art, food and music festival held downtown every Labor Day weekend. Camp Grant, a reception and medical center in both world wars, became the airport.

The bar and restaurant scene

Rockford's taverns follow its two founding sides. Downtown, bars and restaurants line the blocks on both banks of the river, busiest on festival weekends and show nights. Beyond the center, the neighborhood taverns on the east and west sides serve shift workers and the regulars who have held the same stools for years, with family restaurants out along the main roads. A bar owner here knows the trade runs on locals more than tourists, and the data below shows how many of those rooms already host video gaming.

Questions

Video gaming in Rockford: the short answers

Does the revenue split change from one terminal operator to another?

No. Illinois law splits terminal income after tax evenly between the terminal operator and the establishment, whatever an agreement says, and no operator may give a location anything of value to sign (230 ILCS 40/25(c)). Operators differ in service, not in the split.

How long does a video gaming use agreement last?

Illinois Gaming Board rules cap a use agreement at eight years and do not allow it to renew automatically (11 Ill. Adm. Code 1800.320). If your location already has terminals, your agreement states its own end date.

How many video gaming terminals may one establishment have?

Illinois law allows a licensed establishment up to six video gaming terminals (230 ILCS 40/25(e)). The limit is set by the state, not by the terminal operator.
