About the town

About Cicero

How Cicero came to be

Cicero began as a township in the 1860s, covering 36 square miles west of Chicago. Over the following decades Chicago annexed its outer sections, and Oak Park and Berwyn broke away as their own municipalities. The borders of the Town of Cicero were set in 1901. The town itself grew out of several separate settlements, among them Clyde, Drexel, Hawthorne and Morton Park, which gradually ran together.

What gave Cicero its working-class character was the Western Electric Company's Hawthorne Works, a telephone-equipment plant at Cermak Road and Cicero Avenue. It employed thousands of Ciceronians from the early 1900s and closed in 1983. In 1954 its workers unionized under IBEW Local 1859, which within two years counted 13,200 members. When the SS Eastland capsized in the Chicago River on July 24, 1915, almost all of its passengers were from Cicero, many of them Hawthorne Works employees and their families bound for a company outing.

Cicero today

Czechs, who moved west from Pilsen and South Lawndale, were the majority in the early and middle twentieth century, and a large number of Poles lived here too. In later decades a large Latino population arrived, and by the 2010 Census more than three-quarters of residents identified as Hispanic. The population has been steady for a long time, from over 66,000 in 1930 to about 83,000 in 2010. The Hawthorne Works Tower, at Cermak Road and Cicero Avenue, is all that remains of the plant, and a large strip mall now occupies the rest of the site.

The bar and restaurant scene

Cicero grew out of separate settlements that ran together, and the bars and restaurants still trade block by block. The crowd that once came off the Hawthorne Works shifts has given way to a mostly Latino customer base, and an owner on Cermak Road or any of the cross streets is serving neighbors rather than traffic. Family-run rooms, neighborhood taverns and restaurants sit side by side, and the regulars are people who live within a few blocks. The Gaming Board record on this page lists the Cicero locations that hold video gaming licenses.

Questions

Video gaming in Cicero: the short answers

Does the revenue split change from one terminal operator to another?

No. Illinois law splits terminal income after tax evenly between the terminal operator and the establishment, whatever an agreement says, and no operator may give a location anything of value to sign (230 ILCS 40/25(c)). Operators differ in service, not in the split.

How long does a video gaming use agreement last?

Illinois Gaming Board rules cap a use agreement at eight years and do not allow it to renew automatically (11 Ill. Adm. Code 1800.320). If your location already has terminals, your agreement states its own end date.

How many slot machines (video gaming terminals) may one establishment have?

Illinois law allows a licensed establishment up to six video gaming terminals (230 ILCS 40/25(e)). The limit is set by the state, not by the terminal operator.
